I have the honour to forward copies of Sessional Paper No.7 of 1921, being a Report on the Hongkong Fire Brigade and proposals for increasing its efficiency, which was laid before the Legislative Council on the 18th July. I enclose also a copy of an extract from the Hansard Report of the meeting of Legislative Council held on the 17th February, 1921, showing the origin of the Report,
2. The Fire Brigade Estimates for 1922, which
will shortly be forwarded for your approval as part of the Expenditure of the Colony, have been framed with a view to carrying into effect all the proposals made by Mr. Wolfe in his Report; the total for the Fire Brigade is 27,000 higher than the total of Appendix B of the report, owing to the conversion of sterling into dollars at a lower rate of
exchange.
3. I desire to call your attention particularly to paragraph I (7) on page 3 of the Report, in which Mr. Wolfe recommends that the Chief Executive Officer of the Brigade should be an officer of the rank and experience of a Superintendent of the London Fire Brigade, and that a salary of 2600 to £900 by 225 anmally should be offered in order to secure the services of a realer efficient man.
